Operators applying for a standard goods vehicle operator’s licence must have access to a professionally competent transport manager. To qualify, you need to pass the Transport Manager Certificate of Professional Competence (CPC) examinations.
Roadsafe Europe’s road haulage CPC training helps you work through the syllabus, prepare for both exams and understand how the requirements apply in practice.
Passing the CPC is a professional qualification. Appointment as a transport manager is a separate step: an operator must apply to add you to its licence, and the relevant licensing authority must approve the appointment.

A separate CPC qualification applies to passenger transport. Roadsafe Europe offers PSV examinations, but does not currently provide a PSV training course.
The examinations
The qualification is assessed through two exams:
The multiple-choice exam checks your knowledge of key facts. The open-book case study tests how well you can apply that knowledge to the practical role of a transport manager.
You may use reference materials in the case study exam. A dictionary and basic calculator are permitted in both exams.
The course requires a good standard of literacy and numeracy. Additional support is available for students who need it.

The CPC is a demanding qualification, with a broad syllabus. Choose the format that best fits your schedule and preferred way of learning.
Home study
Study the full syllabus at your own pace using a complete set of course notes. You can choose an exam date that works for you and have unlimited access to a tutor for help and guidance.
You can sit your exams at an approved centre anywhere in the UK. Optional classroom revision and mock exams are also available at extra cost.

Intensive study
Attend ten classroom training days spread across two weeks. Sessions combine study notes, presentations, sample questions and interactive teaching.
We recommend allowing time after the course to revise before your exams. You’ll have unlimited access to your tutor for additional guidance during that period.

Blended study
This is our preferred option, and is a method we’ve developed of several years. The Blended Method combines a mixture of homestudy, tutor-led classroom days and live online sessions, spread over up to six months. This option combines classroom learning with time between sessions to revise and practise. Some sections can be completed through home study.
Teaching uses study notes, presentations, sample questions and interactive techniques. You’ll also have unlimited tutor access between sessions.

We limit classes to a maximum of five trainees, giving you more opportunity to ask questions and get individual attention across the syllabus.
Our tutors hold teaching qualifications and have transport-industry experience. We update course materials after each examination sitting to reflect the format and content of future exams.
If you have dyslexia, we can provide support such as larger print, more accessible fonts and high-contrast paper.
Exams and locations
Examinations are held four times a year. An online option for the multiple-choice exam may also be available throughout the year.
You can sit your exams at Roadsafe Europe’s centre in Southampton or ask about another approved centre nearer to you. Other centres may charge additional fees, payable directly to them.
Transport manager refresher courses
We also offer one- or two-day OLAT refresher courses for existing CPC holders who want to keep their knowledge current or undertake continuing professional development.
In some cases, the Traffic Commissioner or Central Licensing Office may require a transport manager to attend a refresher course following a public inquiry.
Course content is flexible. Common topics include drivers’ hours and records, vehicle maintenance, driver licensing, operator licensing and OCRS. There is no exam; attendees receive a certificate of attendance.
